Is there a resource that outlines what some.. most.. all.. of the .plist files achieve?

Also. Under the `/Users/name/Library/Preferences/ByHost

There are a few .plist files that show in the Preferences folder as well.

What are the differences, between the two folders?

plists are just preference files in an xml format. you can view them in a nice gui with the Property List Editor in /Developer/Applications. i doubt you'll find a single resource with a detailed explanation of every preference file, though.
